Seasus has developed the Salaries Back Office Reporting System (SRS) for the Government of Malta, giving HR offices, Salaries Offices, the Central Salaries Section and the People and Standards Division a single web-based system for requesting, approving and tracking payroll changes across ministries.
Before SRS, around ninety distinct payroll processes, from salary amendments to overtime, allowances and recruitment, moved between these four stakeholders largely as paper and email-based requests, with each office re-entering data into the government's Dakar payroll system by hand. SRS brings that into a single configurable workflow: a request is created, routed automatically from one office to the next for approval or correction, and only actioned in Dakar once it reaches its final sign-off, with every step logged and timestamped for a full audit trail.
Each process form draws employee details automatically from Dakar or the national person register once an ID card number is entered, cuts down on manual re-entry, and lets users attach supporting documents, save a request as a draft, or recall it while it is still pending. A reporting interface gives management read-only visibility across all four offices, with filtering by ministry, pay point, status and pay period, and a live connection to Power BI for analytics.
Certain processes, such as online recruitment, extend beyond government staff: a secure link authenticated through e-ID lets a prospective employee fill in their own section of a form directly, which then flows back into the same approval chain. The whole system is configurable from its own administration interface, letting administrators define new processes, approval flows, user categories and data retention rules as the Government's needs change, without requiring changes to the underlying code.
SRS is built as a cloud-native, scalable service on Microsoft Azure, secured with encryption in transit and at rest, Azure B2C single sign-on, and geo-fencing restricting access to approved networks. Seasus provided 100 hours of training for administrators and end users across ministries and now hosts, maintains and supports the system on an ongoing basis.
